Remarkable Civil Shelter Cooperation Agreement for Temet in the UAE

Temet has signed a cooperation agreement in the United Arab Emirates that opens exceptionally significant opportunities for civil shelter projects.

“This represents a major opportunity for Finnish industry - not only from a business perspective, but also due to the historic nature of the agreement both in the UAE and across the Middle East,” says Juha Simola, CEO of Temet. Simola expresses his gratitude to the Finnish authorities and in particular to the President of the Republic of Finland, Alexander Stubb, during whose visit the agreement was signed.

Press Release – 21 November 2025

Temet Group is a leading Finnish and global expert and provider of civil shelter solutions. In Finland, Temet is the undisputed market leader in civil shelter systems, and the company’s advanced, fully tested technologies have significantly shaped the development of international shelter standards. According to CEO Juha Simola, the highest possible quality has also been the foundation of the cooperation agreement just concluded on civil shelter construction in the United Arab Emirates.

“We are extremely grateful and delighted that the level of quality we provide has been so positively received by exceptionally demanding clients. Constructive cooperation with UAE authorities has culminated in the agreement signed today, which opens truly remarkable opportunities. The potential is significant as we bring Finnish expertise across design, shelter construction and full lifecycle technology services. This represents the UAE’s wise, proactive approach to preparedness, protecting lives and strengthening the resilience of society for decades to come,” Simola explains.

Special thanks to the President of the Republic of Finland

The cooperation will be implemented in phases under the guidance of the competent UAE authorities. Temet will provide comprehensive delivery capability, an extensive partner network, as well as training and knowledge transfer to ensure reliable operation and maintainability under all conditions. Simola emphasizes the importance of the entire Finnish shelter system and expresses deep appreciation for the wide-ranging support of Finnish authorities.

“Finnish strength lies in standardized quality and systematic maintenance. Combined with the UAE’s ambitious vision for a safe, functional and globally competitive society, this creates sustainable value: facilities that support daily use and provide protection whenever required.”

“Particular thanks are due to President Alexander Stubb. His visit created the best possible framework that enabled this major step forward in UAE–Finland cooperation. It is a great honour for us that the President highlighted our company at the highest level and demonstrated deep understanding of Finland’s civil shelter expertise.”

The agreement was signed during President Stubb’s visit to the UAE. A key element of the discussions has been the Finnish comprehensive model for civil protection, in which legislation, rescue services, contingency planning and quality assurance are integrated into ordinary construction and maintenance.

Future projects will be decided separately on a case-by-case basis. At the core of the cooperation agreement is a long-term partnership in which Temet’s technological expertise and the UAE’s strategic vision jointly produce the highest-quality solutions.

“This is a truly major opportunity for Finnish industry – not only commercially, but also in terms of the historic nature of the partnership in both the UAE and the Middle East. By bringing Finnish, internationally recognized dual-use civil shelter expertise to the UAE, we lay the foundation for broad cooperation covering planning, construction and full lifecycle technology services,” Simola concludes
